MARK BAKER

Detective Mark Baker was killed in the line-of-duty in an ambush attack beside his fellow Northern York County Regional Police Officers, Detective Sergeant Cody Becker and Detective Isaiah Emenheiser. The killer, a wanted stalker armed with a rifle hid inside his ex-girlfriend’s home after killing the family’s dog – waiting for the victim to enter the front door. Mark and his fellow Detectives opened that door on September 17th, 2025. Their sacrifice, along with the heroic actions of other severely wounded officers on-scene assured the elimination of the killer, saving innocent victims’ lives that day.

Pennsylvania State Police Digital Forensic Examiner

Mark began his career of service with the United States Army, where he received numerous commendations and awards that reflected his discipline, leadership, and sense of duty. After completing his military service, he spent 24 years in law enforcement—first with the Philadelphia Police Department and later with the Northern York County Regional Police Department—where his passion for digital forensics took root. It was there that Mark became a trusted regional expert and a guiding force for countless investigators seeking to strengthen their technical capabilities.

Beyond his agency, Mark devoted 16 years to IACIS as an instructor, mentor, and ultimately as Training Manager, overseeing the Basic Computer Forensic Examiner (BCFE) and specialized courses. Under Mark’s leadership, IACIS safeguarded the gold standard of digital forensics training and certification that IACIS is known for worldwide. Through his mentorship, pursuit of excellence, and steadfast commitment to elevating the field, Mark helped shape and inspire a generation of digital forensic professionals across the globe. His impact endures in the standards he upheld, the knowledge he shared, and the countless professionals who are stronger and more capable because of his leadership.

Billy Randolph

Sergeant Randolph was struck and killed at a crash scene on Interstate 35 near Sycamore School Road at 5:30 a.m. A tractor-trailer collided with a guardrail and caught fire. During the clean-up, Sergeant Randolph was standing outside his patrol vehicle when a vehicle drove the wrong way through barricades and struck him. He was transported to John Peter Smith Hospital where he died from his injuries.

The driver continued driving and when she stopped her car, fled on foot. She was apprehended and charged with intoxication manslaughter.

“Billy Randolph was selfless and loved being a cop for 29 years. He joined our Digital Forensic Lab in 2007 and processed cases until he was promoted to Sgt and was transferred from our lab back to patrol. Billy thoroughly enjoyed his forensic family including the time he spent at IACIS training events. He earned his CFCE, volunteered on staff, and attended many training events even when working back in patrol. Billy was just a couple of years from retirement and so looking forward to it.”

Sergeant Randolph was a United States Air Force veteran and had served with the Fort Worth Police Department for 29 years.
