TOM SEIPERT

- Co-Founder of IACIS

In 1989, following his participation in the first federal training course on the seizure and processing of computer evidence, Thomas J. Seipert recognized that digital evidence would soon become essential to modern criminal investigations. At a time when few in law enforcement understood the significance of computer-based evidence, he envisioned a need for a dedicated organization to train and support investigators at all levels. 

Acting on that vision, Seipert along with co-founder and best friend, Michael R. Anderson, proposed the creation of what would become the International Association of Computer Investigative Specialists. With Anderson’s support in developing training and certification standards, Seipert led the effort to formally establish and incorporate IACIS, laying its organizational foundation and guiding principles. 

In 1991, under his leadership, the first IACIS Training Conference was held in Portland, Oregon – marking the beginning of a new era in digital forensics education. At a time when technology was rapidly evolving and standards did not yet exist, Seipert worked tirelessly to build credibility, develop structure, and expand access to training for law enforcement personnel across the world. 

Serving as IACIS’s first President, he oversaw its formative years, helping shape it into a respected, entirely volunteer-driven organization committed to excellence in computer forensics. His dedication, foresight, and leadership established the enduring foundation upon which IACIS continues to grow as a global leader in the field. His vision transformed a moment of insight into an institution that continues to educate and inspire investigators around the world.

MICHAEL R ANDERSON

- Co-founder of IACIS

Michael R. Anderson played a foundational role in the creation and early success of the International Association of Computer Investigative Specialists (IACIS). Working closely with his best friend and co-founder Tom Seipert, Anderson led the technical development of the organization, establishing its first training programs and designing the original certification process that would become a cornerstone of IACIS excellence.  

In 1991, Anderson instructed the inaugural IACIS Training Conference in Portland, Oregon, bringing together key experts from both law enforcement and the private sector. Following this milestone, he created the organization’s rigorous certification program, including its testing protocols, and managed the certification process during its critical first year. His efforts helped ensure that IACIS was built on a foundation of professionalism, technical expertise, and credibility in the emerging field of computer forensics. 

A 25-year veteran of the U.S. Treasury as a special agent, Anderson was a pioneer in computer evidence processing. In the early 1980s, he combined his investigative experience with his skills to break new ground in digital evidence analysis. 

Michael R. Anderson’s vision, technical expertise, and dedication were instrumental in shaping IACIS into a global leader in computer forensic training and certification. His legacy endures the standards of excellence that continue to define the organization today.
