Our Board of Directors and committee members are experienced leaders in the digital forensics field who volunteer their time, expertise, and passion to ensure the organization continues to serve its global membership effectively. Their diverse backgrounds—from law enforcement to corporate and civilian sectors—bring a well-rounded perspective to the strategic direction of IACIS.
IACIS committees play a vital role in the development and delivery of training, certifications, events, and member services. Each committee focuses on a specific area of organizational need, ensuring that IACIS remains responsive, innovative, and member-driven. Whether shaping curriculum, coordinating events, or managing certification standards, our volunteers are the backbone of our mission to support and grow the digital forensics community worldwide.
Board of Directors
Felicia has been a Digital Forensic Examiner in law enforcement since 2008 and currently works for the Baltimore County Police Department in Maryland. Prior to working with the BCoPD, she worked in New Zealand with the NZ Police, the Harford County Sheriff’s Office in Maryland and the Federal Bureau of Investigation.
Felicia has been a member of IACIS since 2009 and attended BCFE in 2015. She obtained the CFCE in 2015 and promptly applied to be on staff. She was a file systems instructor and row coach at the Orlando 2016 and 2017 conferences, and after attending MDE and obtaining the ICMDE in 2019, she became a course developer and instructor for MDE from 2019 – 2022. She has also been on the ICMDE certification team and problem set developer since 2021.
Gene Shantz is currently employed with Stroz Friedberg as a DFIR Manager. Gene worked in law enforcement for 11 plus years and concluded his law enforcement career as a Detective Sergeant with the Flagstaff Police Department in Arizona. In 2007 Gene was selected to attend the IACIS BCFE course in Florida and achieved the coveted CFCE in early 2008. When Gene attended the IACIS BCFE Course, he was so impressed that the IACIS organization was made up entirely of volunteer staff, geared toward training law enforcement around the world, that he knew he had to be part of it.
In 2008 Gene became a CFCE coach, and in 2009 he was asked to serve on the Communications Committee. In August of 2009 Gene was selected as staff for the 2010 training event in Florida, and, as such, Gene developed and modified the student material and instructed several courses and has continued to serve IACIS as training staff ever since. In October 2011 Gene was asked to chair a new Quality Assurance Committee under the Director of Standards. In the course of one year, the committee was created and played a key role in reviewing all student material prior to the 2012 training event, as well as reviewing new problem sets for the peer review process among other things. In 2012 Gene was asked to chair the Windows Forensic Examiner advanced class, which he continues to serve as an instructor after being elected to the Board of Directors in 2013. Gene was re-elected to the Board of Directors in 2016, 2019 and 2022 and is currently serving his forth term.
In addition to training through IACIS Gene has received training from the US Secret Service, SANS 508, NW3C (National White Collar Crime Center), Guidance Software, ICAC (Internet Crimes Against Children) and the Cisco Network Academy.
Brent has been an IACIS member since 2001 when he attended the Basic class in Orlando as a member of the New Zealand Customs Service. Brent retired from Customs after twenty-two years of service in 2007 and is now the owner of Computer Forensic Solutions Ltd.
Brent has had an active involvement with the Certification Committee having been a Coach, Regional Manager, Divisional Administrator, and Chairman of Problem Development. Other IACIS roles have included being the Chairman of International Relations and Training Committee member. He was elected to the Board of Directors in 2011 and has been the Director of Standards, Marketing Director and now Vice President.
Brent is married with two adult children and lives in Auckland, New Zealand.
Raleigh
Erin Raleigh is a twenty-three-year veteran of the Spokane Police Department in Spokane, WA. Erin is currently a Detective assigned to the Technical Assistance Response Unit (TARU) as well as the Explosive Disposal Unit (EDU).
Erin began his forensic career in 2014 with the Department and attended the IACIS BCFE training conference in 2015 when he successfully passed IACIS’s certification on November 10, 2015. Erin performs digital forensic examinations upon all digital evidence for the Spokane Police Department as well as provides technical support and training to the Department for all their technology-based equipment and resources.
Erin began volunteering with IACIS in 2018 as a BCFE instructor and was elected to the Board of Directors in 2022. Erin enjoys every aspect of IACIS and hopes to serve the organization to see it continue to grow its membership and expand and improve its training curriculum into the future.
David Melvin is the owner and principal examiner/developer for Think Forensics, a Mac forensics and training development company. He has 24 years of experience in the field of digital forensics and training development and implementation.
Before launching Think Forensics, David was the Director of Training and Services for SUMURI. David also worked as a DFIR Manager for Stroz Friedberg in Los Angeles. David retired after over 23 years as a US federal law enforcement officer, serving 18 years in digital forensics and cybercrime. As a federal agent, he conducted investigations concerning commercial smuggling, narcotics, child exploitation, intellectual property rights, financial crimes, and insider threats. Before his federal law enforcement career, David was a US Army officer in combat arms and military intelligence serving in Europe, Central America, and the United States.
David has instructed college-level computer forensics courses and has developed and taught computer forensics courses, particularly Macintosh forensics, to law enforcement and corporate examiners in the United States, South America, Europe, and the UK. David has also developed and presented classes for the IACIS BCFE and Specialized Training. Prior to being elected to the Board of Directors, David served as a Peer Review coach, Regional Manager, Division Administrator, and the Peer Review Chairperson.
David received a Bachelor of Science in Criminal Justice from California State University, Long Beach, and a Master of Computer Science from the University College Dublin. He holds the IACIS Certified Forensic Computer Examiner (CFCE), SUMURI Certified Forensic Mac Examiner (CFME), EnCase Certified Examiner (EnCE), GIAC Certified Forensic Examiner (GCFE), CompTIA A+ and Net+, Apple Certified Macintosh Technician, and the Apple Certified Support Professional accreditations. David is also a lifetime member of the International Association of Computer Investigative Specialists.
Todd Bignucolo is a police officer in Sudbury, Ontario, Canada.In 2008, Todd attended the BCFE course in Florida, obtaining his CFCE in 2009.
From 2009 to 2019, Todd was active in the CFCE Peer Review phase, holding the positions of Coach, Regional Manager, and Division Administrator. In 2016, Todd became part of the training staff at the BCFE conference. Also in 2016, he earned his ICMDE certification. In 2019, Todd took on the role of CFCE Certification Chairman until he was elected to the Board of Directors in 2020.
Todd has also been a member of the High Technology Crime Investigation Association (HTCIA) and Ontario’s Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet.
Now retired and working as a contractor.
Alan was Cellebrite’s Director of International Trainers
and was Senior Trainer with nearly two decades of experience in digital forensics.
Alan spent thirty years policing London and retired from the Counter Terrorism Command at New Scotland Yard as a Detective Sergeant running the High-Tech Unit. He worked as a financial investigator with the Central London Crime Squad investigating the finances of drug dealers and seizing their assets. He first became involved in digital forensics whilst employed in a major internal corruption investigation and started the Digital Forensics Unit at CIB3. Alan moved from there to head the High-Tech Unit at the Anti Terrorist Branch at Scotland Yard (SO13), this became the Counter Terrorism Command (SO15). He was involved in the investigations into terrorist activity including the attacks on the London Transport system in July 2005. He worked on the conspiracy to attack trans Atlantic aircraft with liquid explosives that resulted in changes to airport security globally.
Alan then spent six years working for Vodafone Group as a Forensic Investigator and Investigations Manager. He had an international remit with the world’s largest international mobile phone company by subscriber. Whilst serving in law enforcement and commerce Alan has served as a trainer with the International Association of Computer Investigative Specialists. Alan is CFCE certified with IACIS and CCME certified with Cellebrite. Alan Joined Cellebrite Training in 2014 and is based in the United Kingdom.
Zubin joined IACIS in 2006 when he was a student in the Basic Computer Forensic Examiner (BCFE) Training. Following his Certified Forensic Computer Examiner (CFCE) certification, he became a BCFE Coach in 2008 and concurrently served as a Peer-Review coach for three years. Since then, Zubin has been an integral instructor and coach for the annual 2-week BCFE Training, later assuming the role of Topic Lead and then Assistant Chair of BCFE in 2011, overseeing the smooth operation of the Orlando course. In 2014, Zubin became Chair, directing the development and execution of the 2-week BCFE training for the subsequent decade until the end of the 2023 BCFE event. Zubin is currently employed by a US Sheriff’s Department and works in their Investigations Division.
Mitchell
Erin is currently a Lieutenant with the Texas Office of the Attorney General and has been a Digital Forensic Examiner since 2009. Erin has been an active IACIS member since 2013 when she attended the Basic class in Orlando.
Since earning her CFCE, Erin has had an active involvement with IACIS. Erin has been a peer review coach, Orlando training staff member, Certification Assessor for the CFCE and ICMDE, Chairman of the Mobile Device Examiner training and development. Other IACIS roles have included Chairman of Mobile Device Certification as well as being a developer for the Certification. Erin has also been an active team member with the Training Committee.
William Oettinger is a highly accomplished expert witness and subject matter expert with extensive experience in cybersecurity and computer forensics. He has been a member of IACIS since 2006 and earned his Certified Forensic Computer Examiner (CFCE) certification in 2007 and has been a Peer Review coach since then. Bill retired from the Las Vegas Metropolitan Police Department in 2014 after serving over 20 years and from the United States Marine Corps as a CID Agent (Reserve) in 2015. He is also an accomplished author, having published “Learn Computer Forensics” with Packt Publishing.
In addition to his law enforcement experience, Bill teaches graduate-level cybersecurity courses at the University of Maryland Global Campus and Yeshiva University. He has instructed cybersecurity and forensic courses to law enforcement examiners across the globe, including in the United States, Mexico, Jamaica, and Morocco. He has worked with organizations such as the Royal Police Force of Antigua and Barbuda, La Direction Générale de la Sûreté Nationale of the Kingdom of Morocco, Moroccan Royal Gendarmerie, and the Ministry of the Interior of the Kingdom of Bahrain.
Bill holds a Certificate in Computer Forensics from Marshall University, a Bachelor of Science in Criminal Justice from Columbia Southern University, and a Master of Science in Criminal Justice – Homeland Security from Tiffin University. In addition, he has earned several industry certifications, including the IACIS Certified Forensic Computer Examiner (CFCE), SUMURI Certified Forensic Mac Examiner (CFME), EnCase Certified Examiner (EnCE), CompTIA Security+ and Net+, Certified Information Systems Security Professional (CISSP®), EC-Council Computer Hacking Forensic Investigator (CHFI), and a Certified BlackLight Examiner.
